Summary

Amends the E-Government Act of 2002 to authorize the Judicial Conference of the United States to promulgate (currently, requires the Supreme Court to prescribe) rules to protect privacy and security concerns relating to the electronic filing of documents, and the public availability of documents filed electronically, pursuant to the Act.
(This measure has not been amended since it was passed by the House on October 7, 2003. The summary of that version is repeated here.) Amends the E-Government Act of 2002 to provide for court rules allowing parties in a Federal court proceeding to file under seal a reference list that would include both a complete and partially-redacted version of protected information (e.g., Social Security numbers and credit card account numbers) contained in pleadings. Specifies that such rules: (1) provide that all references in a case to redacted data shall be construed to refer to the unredacted information in the sealed reference list; and (2) allow parties to file unredacted exhibits or other evidentiary matter under seal for evidentiary purposes.
