Johnstown Flood National Memorial Boundary Adjustment Act of 2003 - Modifies the boundary of the Johnstown Flood National Memorial to include specified additional lands to be: (1) acquired by the Secretary of the Interior by donation, purchase, or exchange from willing sellers; and (2) administered by the Secretary as part of the Memorial.

Johnstown Flood National Memorial Boundary Adjustment Act of 2004- Modifies the boundary of the Johnstown Flood National Memorial to include specified additional lands to be: (1) acquired by the Secretary of the Interior by donation, purchase, or exchange from willing sellers; and (2) administered by the Secretary as part of the Memorial. Authorizes appropriations.
