State Justice Institute Reauthorization Act of 2004 - Amends the State Justice Institute Act of 1984 to reauthorize appropriations for the State Justice Institute through FY 2008. Authorizes the Institute to purchase goods and services from the General Services Administration to carry out its functions. Extends Federal health insurance benefits to Institute employees who commenced employment on or after October 1, 1988. Requires meetings of any executive committee of the Institute's Board of Directors to be open and subject to open meeting requirements only on the occasions on which that committee has been delegated the authority to act on behalf of the Board. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend authorization of the Bulletproof Vest Partnership Grant Program through FY 2007.
