Amends Federal law to transfer from the Joint Committee on Printing to the Public Printer authority over the individuals responsible for preparing indexes of the Congressional Record. (Currently the Joint Committee designates to the Public Printer competent persons who are employees of the Congressional Record Index Office.) Transfers employees of the Congressional Record Index Office (as well as their accrued annual and sick leave) to the Government Printing Office.
