QI, TMA, and Abstinence Programs Extension and Hurricane Katrina Unemployment Relief Act of 2005 - Title I: Health Provisions - Amends XIX (Medicaid) of the Social Security Act to extend from September 2005 through September 2007 the qualified individual program (under which medical assistance is available for Medicare cost-sharing for individuals who would be qualified Medicare beneficiaries but for the fact that their income exceeds the state-established income level, and is between 120% and 135% of the official poverty line). Prescribes additional allocations for such program for the extended period.
Extends through December 31, 2005, Transitional Medical Assistance (TMA) and the separate program for abstinence education.
Eliminates Medicare and Medicaid coverage under titles XVIII and XIX of the Social Security Act of drugs used for the treatment of sexual or erectile dysfunction, beginning in 2007.
Title II: Assistance Relating to Unemployment - Amends title IX of the Social Security Act to direct the Secretary to transfer from the federal unemployment account: (1) $15 million to the account of Alabama in the Unemployment Trust Fund; (2) $400 million to the account of Louisiana in the Unemployment Trust Fund; and (3) $85 million to the account of Mississippi in the Unemployment Trust Fund.
Authorizes any state to use any amounts received by such state pursuant to title III of the Social Security Act to assist in the administration of claims for compensation on behalf of any other state, if a major disaster was declared with respect to such other state or any area within it, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, by reason of Hurricane Katrina.

Social Services Emergency Relief and Recovery Act of 2005 - Title I: Assistance Relating to Unemployment - (Sec. 101) Amends title IX (Employment Security) of the Social Security Act to direct the Secretary of the Treasury to transfer specified amounts from the federal unemployment account to the accounts of Alabama, Louisiana, and Mississippi in the Unemployment Trust Fund.
(Sec. 102) Allows any state, on or after August 28, 2005, to use any amounts it has received pursuant to title III (Unemployment Insurance) to assist in the administration of claims for compensation on behalf of any other state, if a major disaster was declared by reason of Hurricane Katrina with respect to such other state or any area within it under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
Title II: Health Provisions - (Sec. 201) Eliminates Medicare and Medicaid coverage under titles XVIII and XIX of the Social Security Act of drugs used for the treatment of sexual or erectile dysfunction.
(Sec. 203) Extends to December 31, 2005, the sunset date for transitional medical assistance (TMA).
(Sec. 204) Extends through December 31, 2005, in the manner authorized for FY2005, activities authorized under the separate program for abstinence education under title V (Maternal and Child Health) of the Social Security Act. Makes appropriations for such purpose.
(Sec. 205) Extends from September 2005 through September 2006 the qualified individual program (under which medical assistance is available for Medicare cost-sharing for individuals who would be qualified Medicare beneficiaries but for the fact that their income exceeds the state-established income level, and is between 120% and 135% of the official poverty line). Prescribes additional allocations for such program for the extended period.
Title III: TANF - (Sec. 301) Provides that, between the date of the enactment of this Act and August 31, 2006, any of the states of Louisiana, Mississippi, or Alabama shall be considered a needy state for purposes of the Temporary Assistance for Needy Family (TANF) program's Contingency Fund for State Welfare Programs under part A of title IV of the Social Security Act, if it meets certain criteria.
Requires the state to include an area for which a major disaster has been declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act as a result of Hurricane Katrina.
Requires a family that resided in such area of the state before the hurricane's onset to have been evacuated from their place of residence (not necessarily directly) to another part of the state as a result of the hurricane.
Requires a cash benefit under the state TANF program to have been provided to the family on a short-term, nonrecurring basis while it was in such other part of the state as a result of the hurricane.
Requires, finally, that while the case benefit was so provided, the state determined that the family: (1) was not receiving a cash benefit from any program funded under such part A (other than that short-term, non-recurring cash benefit); and (2) had not recieved a cash benefit of any kind from any such program in the three month period ending with the date the cash benefit was so provided.
Declares that the total amount paid under TANF to a needy state for purposes of the Contingency Fund for State Welfare Programs shall not exceed the total amount of short-term, non-recurring cash benefits provided, to the extent that the specified criteria have been met with respect to the families involved. Declares that no state match is required.
