Summary

Soboba Band of Luiseno Indians Settlement Act - Approves, ratifies, and confirms the Settlement Agreement dated June 7, 2006, between the Soboba Band of Luiseno Indians (Tribe) and certain water districts in California relating to the water rights of such Tribe. Establishes in the Treasury: (1) the San Jacinto Basin Restoration Fund to pay costs associated with the construction, operation, and maintenance of the basin recharge project for accommodating supplemental imported water deliveries; and (2) the Soboba Band of Luiseno Indians Water Development Fund for costs associated with constructing and maintaining water-related development projects. Provides for waivers and releases of specified claims made by the Tribe. Declares that the United States consents to jurisdiction in the case of Soboba Band of Luiseno Indians v. Metropolitan Water District of Southern California, No. 001-04208, for the purpose of entering the judgment and decree rendered in such case. Allows the Tribe to use water made available to it under the Settlement Agreement for any use it deems advisable on the Reservation and to enter into contracts and other agreements to exchange water made available to it under the Settlement Agreement, subject to certain limitations. Requires the Secretary of the Interior to comply with all federal environmental requirements in implementing the Agreement.
