Extends through September 30 (currently, June 4), 2004, under the same terms and conditions, the authorization for any program, activity, or provision, including any pilot program, that is authorized under the Small Business Act or the Small Business Investment Act of 1958 as of September 30, 2003. Amends the Small Business Act to authorize the Small Business Administration (SBA) to contract with an agent to carry out the assessment and collection of annual fees for SBA-guaranteed loans to small businesses. Allows the agent to be compensated through any of the fees assessed, as well as interest earned on such assessments while in the agent's control.
