National Flood Insurance Program Reauthorization Act of 2004 - Amends the National Flood Insurance Act of 1968 to extend through March 31, 2004: (1) the authority to enter into new flood insurance contracts under the national flood insurance program; (2) the authority under which the Director of the Federal Emergency Management Agency may issue notes and other obligations to the Secretary of the Treasury for the purpose of carrying out the program; (3) requirements for carrying out emergency implementation of the program; and (4) the authorization of appropriations for carrying out studies under the Act.
