CAPTA Reauthorization Act of 2010

CAPTA Reauthorization Act of 2010 - Title I: Child Abuse Prevention and Treatment Act - (Sec. 101) Amends the Child Abuse Prevention and Treatment Act (CAPTA) to revise the findings under such Act. Subtitle A: General Program - (Sec. 111) Revises requirements for: (1) the child abuse prevention and treatment advisory board; (2) the national clearinghouse for information relating to child abuse; (3) research and assistance activities; and (4) specified grants to states, Indian tribes or tribal organizations, and public or private agencies and organizations. (Sec. 113) Directs the Secretary of Health and Human Services (HHS) to study and report to Congress on shaken baby syndrome. (Sec. 114) Authorizes the Secretary to award grants to public or private agencies and organizations to develop or expand effective collaborations between child protective service entities and domestic violence service entities to improve: (1) collaborative investigation and intervention procedures; (2) provision for the safety of the nonabusing parent involved and children; and (3) provision of services to children exposed to domestic violence that also support the caregiving role of the non-abusing parent. Prescribes requirements for adjusting allotments to states for both decreased and increased appropriation years. (Sec. 118) Directs the Secretary to study and report to Congress on: (1) efforts to coordinate the objectives and activities of agencies and organizations responsible for programs and activities related to child abuse and neglect; and (2) the effectiveness of citizen review panels in examining state and local child protection agencies and evaluating the extent to which they fulfill their child protection responsibilities. Requires the Secretary to study and report to Congress on how provisions for immunity from prosecution under state and local laws and regulations facilitate and inhibit individuals cooperating, consulting, or assisting in making good faith reports, including mandatory reports, of suspected or known instances of child abuse or neglect. (Sec. 120) Reauthorizes the general program for child abuse prevention and treatment and adoption reform, and related appropriations, through FY2015. Subtitle B: Community-Based Grants for the Prevention of Child Abuse or Neglect - (Sec. 131) Revises requirements for community-based grants for the prevention of child abuse or neglect, including local program requirements. (Sec. 140) Reauthorizes community-based grants for prevention of child abuse and neglect, and related appropriations, through FY2015. Subtitle C: Conforming Amendments - (Sec. 151) Makes conforming amendments. Title II: Family Violence Prevention and Services Act - (Sec. 201) Reauthorizes the Family Violence Prevention and Services Act, and related appropriations, through FY2015, and revises grant requirements. Directs the Secretary to award formula grants to states and Indian tribes to assist in supporting programs and projects, including through subgrants. Authorizes appropriations through FY2015 for the National Domestic Violence Hotline and for Domestic Violence Prevention Enhancement and Leadership Through Alliances (DELTA). Directs the Secretary to award grants to eligible entities for: (1) the establishment of two national resource centers and at least seven special issue resource centers; (2) a National Resource Center on Domestic Violence; (3) a National Indian Resource Center addressing domestic violence and safety for Indian women; (4) specialized services for abused parents and their children; (5) a National Domestic Violence Hotline; and (6) State Domestic Violence Coalitions. Directs the Secretary to enter into cooperative five-year agreements with State Domestic Violence Coalitions for local community projects to prevent family, domestic, and dating violence, using a coordinated community response model and through prevention and education programs.
