Summary

PATRIOT Sunsets Extension Act of 2011 - Amends the USA PATRIOT Improvement and Reauthorization Act of 2005 to extend until June 1, 2015, provisions concerning roving electronic surveillance orders and requests for the production of business records and other tangible things. Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to extend until June 1, 2015, a provision revising the definition of an "agent of a foreign power" to include any non-U.S. person who engages in international terrorism or preparatory activities ("lone wolf" provision).
Extends through September 30, 2011, under the same terms and conditions, the authorization for any program, authority, or provision, including any pilot program, that is currently authorized through May 31, 2011, under the Small Business Act or the Small Business Investment Act of 1958. Requires all Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) funds to be awarded pursuant to competitive and merit-based selection procedures.
Small Business Additional Temporary Extension Act of 2011 - Extends through June 30, 2011, under the same terms and conditions, the authorization for any program, authority, or provision, including any pilot program, that is currently authorized through May 31, 2011, under the Small Business Act or the Small Business Investment Act of 1958. Amends the Small Business Act (the Act) to reauthorize through May 31, 2012, the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs of the Small Business Administration (SBA), as well as the SBA's commercialization pilot program. Requires all SBIR or STTR funds to be awarded pursuant to competitive and merit-based selection procedures.
Extends through May 31, 2012, under the same terms and conditions, the authorization for any program, authority, or provision, including any pilot program, that is currently authorized through May 31, 2011, under the Small Business Act or the Small Business Investment Act of 1958.
