Summary
The Disaster Relief Fund (DRF) is one of the most-tracked single accounts funded by Congress each year. It is the primary source of funding for the federal government’s domestic general disaster relief programs.
Frequently, the annual and supplemental appropriations the DRF receives exceed the annually requested level. Even so, at the beginning of each fiscal year since 2023, the Federal Emergency Management Agency (FEMA) has projected that the unobligated balance available to pay the costs associated with major disaster declarations would be inadequate.
