Directs the President to make unemployment assistance available to individuals eligible for such assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act as a result of a disaster declaration made for Hurricane Katrina or Hurricane Rita on or after August 29, 2005, for 39 weeks after the date of that declaration.

Katrina Emergency Assistance Act of 2005 - (Sec. 2) Authorizes the President to waive the $25,000 limitation per single major disaster on the total maximum amount of financial assistance available under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to individuals and households affected by Hurricane Katrina. Declares that no limitation under such Act on the maximum amount of assistance available for repairs (currently $5,000) or for the replacement of owner occupied private residences damaged by a major disaster (currrently $10,000) shall apply with respect to assistance to individuals affected by Hurricane Katrina. Authorizes the President to increase the maximum federal share of such assistance from 75% to 90%. (Sec. 3) Directs the President to provide assistance to individuals unemployed as a result of Hurricane Katrina for as long as the individual's unemployment continues, up to 39 weeks. Requires the President to accept assistance applications for the 90-day period following declaration of the applicable major disaster was declared, or a longer period. Requires the amount of unemployment assistance for each week to be at least 50% of the national average weekly unemployment benefit provided to an individual as of the date of the major disaster for which unemployment assistance is provided. (Sec. 4) Authorizes the President to reimburse a community for each eligible purchase of supplies distributed to Katrina Survivors. (Sec. 5) Repeals the increase from $2,500 to $250,000, under the Second Emergency Supplemental Appropriations Act to Meet Immediate Needs Arising From the Consequences of Hurricane Katrina, 2005, of the maximum amount (micro-purchase threshold) of a federal agency purchase obtained without competitive quotations or equitable distribution of purchases among qualified suppliers. Permits the use of the special emergency procurement authority provided in the Office of Federal Procurement Policy Act with respect to any procurement for property or services determined by the head of an executive agency to be necessary for the support of Hurricane Katrina rescue and relief operations. (Sec. 6) Expresses the sense of Congress that the Bureau of Immigration and Customs Enforcement within the Department of Homeland Security should suspend or refrain from initiating removal proceedings for international students and scholars who are deported solely because of their inability to fulfill the terms of their visas as a result of a national disaster, such as Hurricane Katrina.
